Steps

1.

Environmental Site Delineation

Jurisdiction Approval Carroll County Bureau of Development Review

Prior to site plan submittal, the applicant must have prepared and received approval for the Environmental Site Delineation from Carroll County Bureau of Development Review.

2.

Concept Plan Submittal

Application Submittal

Concept plan must be submitted 30 days prior to the Planning Commission meeting. Must include all information on the Concept Plan Requirements Checklist, completed subdivision plan application, review fee computation sheets, and review fees.

3.

Plan Review and Distribution

Approval / Sign-off

Town planning staff will review the concept plan(s) and send copies to appropriate agencies for review and comment. Staff will prepare a report to the Planning Commission including comments from other agencies.

4.

Technical Review Committee

Meeting / Hearing

Concept plan reviewed by the Technical Review Committee at its monthly meeting, held the last Monday of each month. Developer and engineer will be provided with comments from each review agency.

5.

Planning Commission Meeting - Concept Plan

Meeting / Hearing Planning Commission

Planning Staff prepares a report to the Planning Commission. Staff will review the report, applicant may present, and public comments will be heard. The Planning Commission will vote to recommend, conditionally recommend, continue review, or disapprove.

6.

Final Plats

Document Required

The final plat shall conform in all respects to the requirements of the Maryland Code, Real Property Article, Title 3, Subtitle 1, Section 3-108, 1981 Replacement Volume, as amended.

7.

Other Plans or Documents Required

Document Required Optional

Any other final plans or documents associated with the project and subject to Town approval. May include homeowner association documents, restrictive covenants, forest conservation easement agreements, and other items required of the subdivision.

8.

Plan Distribution and Review

Approval / Sign-off

Town staff will forward copies of plans to Town and county for review and comment. Review comments compiled and forwarded to applicant within 30 days. Applicant must address comments and submit revised plans if required.

9.

Agency Comments and Revised Plan

Approval / Sign-off

Review comments compiled by Town Planning Department and forwarded to applicant within 30 days. Outstanding agency comments forwarded upon receipt. Applicant must address comments and submit revised plans if required.

10.

Planning Commission Meeting - Final Plat

Meeting / Hearing Planning Commission

Town staff will compile outstanding comments from reviewing agencies and prepare a staff report with a recommendation. The Planning Commission may vote to approve, conditionally approve, continue review, or disapprove the amended plat.

11.

Recordation of Final Plat

Approval / Sign-off

After the PWA has been approved, the applicant may submit the final plat for approval, signature and recordation.
