Steps

1.

Environmental Site Delineation

Jurisdiction Approval Carroll County Bureau of Development Review

Prior to site plan submittal, the applicant must have prepared and received approval for the Environmental Site Delineation from Carroll County Bureau of Development Review.

2.

Concept Plan Submittal

Application Submittal

Concept plan must be submitted 30 days prior to the Planning Commission meeting. Must include all information on the Concept Plan Requirements Checklist, completed subdivision plan application, review fee computation sheets, and review fees.

3.

Plan Review and Distribution

Approval / Sign-off

Town planning staff will review the concept plan(s) and send copies to appropriate agencies for review and comment. Staff will prepare a report to the Planning Commission.

4.

Technical Review Committee

Meeting / Hearing

Concept plan reviewed by the Technical Review Committee at its monthly meeting, held the last Monday of each month.

5.

Planning Commission Meeting - Concept Plan

Meeting / Hearing Planning Commission

Planning Staff prepares a report. Planning Commission will vote to recommend, conditionally recommend, continue review, or disapprove the concept plan layout.

6.

Preliminary Subdivision Plan Review and Approval

Application Submittal

Once the Planning Commission has recommended a concept plan, a preliminary subdivision plan may be submitted for review. Must be consistent with the recommended concept plan. Significant changes require revised concept plan resubmission. Must conform to all applicable ordinances including the Zoning Ordinance, Subdivision Regulations, and Landscape Ordinance.

7.

Plan Distribution

Approval / Sign-off

The preliminary subdivision plan will be reviewed for completeness. Once accepted, plans are forwarded to review agencies for comments and recommendations.

8.

Agency Comments and Revised Plan

Approval / Sign-off

Review comments compiled and forwarded to applicant within 30 days. Outstanding agency comments forwarded upon receipt. Applicant must address comments and submit revised plans if required.

9.

Plan Review and Approval

Meeting / Hearing Planning Commission

Town staff compiles outstanding comments and prepares staff report with recommendation. Planning Commission may vote to approve, conditionally approve, continue review, or disapprove. When approved, subdivider must submit original and Mylar copy for signature by Planning Commission Chairman.

Expiration of Approval

Other

Preliminary subdivision plans remain valid so long as final plat approval occurs within one year and recording of at least 40 lots per year or 10% of total lots. Otherwise approval becomes void unless extension is requested and granted.

11.

Final Plans Review and Approval

Application Submittal

After Planning Commission Chairman has signed the preliminary subdivision plan, the subdivider shall prepare final plans (final plats and improvement plans). Must include all information on the Final Subdivision Plans Requirements Checklist. Filed simultaneously for review and approval.

12.

Improvement Plans

Document Required

Improvement plans prepared in accordance with Article VII of the regulations. All improvements designed in compliance with the Town's Standard Specifications and Details for Construction.

13.

Final Plats

Document Required

The final plat shall conform in all respects to the requirements of the Maryland Code, Real Property Article, Title 3, Subtitle 1, Section 3-108.

14.

Other Plans or Documents Required

Document Required Optional

Any other final plans or documents subject to Town approval. May include homeowner association documents, restrictive covenants, forest conservation easement agreements.

15.

Plan Distribution and Review

Approval / Sign-off

Town staff will forward copies to Town and county for review and comment. Review comments compiled and forwarded to applicant within 30 days.

16.

Approval of Improvement Plans

Approval / Sign-off

Once all agencies issue approval, the Town will notify the subdivider. Plats may not be submitted for final signature by Planning Commission Chairman until after the public works agreement has been recorded and approved.

17.

Establishment of Security and/or Public Works Agreement

Approval / Sign-off Optional

If the site plan describes improvements (stormwater management, sediment control, public right-of-way, landscaping, reforestation, afforestation), applicant may be required to provide security. PWA must be approved by Town Council at a regular Council Meeting.

18.

Recordation of Final Plat

Approval / Sign-off

After the PWA has been approved, the applicant may submit the final plat for approval, signature and recordation.

19.

Application for Grading Permit

Jurisdiction Approval Carroll County Bureau of Resource Management

After Carroll County Bureau of Stormwater Management and Sediment Control has received a copy of approved improvement plans and recorded final plats, applicant may apply for a grading permit.

20.

Public Release

Approval / Sign-off

Upon completion, satisfactory to the Town Council, of the work required by the improvement plans, the Town Council shall accept by duly executed deed the land dedicated to public use and the improvements thereon. Final acceptance typically not until one year following final construction inspection. Town retains at least 10% of original security guarantee.
